Hardware option should also be available for example usb fingerprint scanner/printer which can be connected to device (PC) for elections in off-grid no internet locations.

Compare fingerprint capability should be included, this should compare stored fingerprint record and verify match during submit or even use same verification process as used on smart phone fingerprint login if possible.
Convert fingerprint to simple barcode might be useful to achieve above capability.
