How to set email notification when table records reach certain limit?

Hello, smart minds,

I’m not sure if I can set an email notification sent to users, when the records of a table reaches certain number of records? and if that even possible, in the email notification, to offer user an option to reply us with “yes” or “no” answer?
The use case is:
when amount of application record reaches max limit, e.g. 100, user will receive an email, and select the option whether the job is still active or pause.
