I have a radio selection in a table that is edited inline. Once the action is selected is there any way of locking it to prevent further changes (i.e. it being changed to the 2nd option?)

No, I don’t think this is possible using inline edit mode on a table. You could probably work around this using an action link for the selection process, depends on how many options there are though. If it was a yes or no question it would be doable.
Set one action link as Yes and one action to No and when one is selected it would set the radio to the appropriate answer and then you can hide the action links if the radio button is not blank.
